摘要:
通过研究国内外军民融合发展现状及发展模式分析，针对当前医疗卫生系统军民融合政策制度不完善、融合体系不健全、军地衔接不畅通等方面存在的主要问题，提出区域性军民融合医疗保障体系构建设想，从政策制度体系、应急医疗保障体系、医疗保健服务体系、物资供应保障体系、学科人才体系、信息保障体系、联演联训模式、平转战及动员机制等方面展开研究探索，形成集预防、医疗、保健、康复、心理服务、训练、供应保障为一体的区域性军民融合医疗保障体系，实现区域卫生资源的共融共享，提高战时医疗卫生保障效能。
Abstract:
Based on the analysis of the development status and development mode of the military and civilian integration at home and abroad, and in view of the main problems existing in the current policy and system of the military and civilian integration of the medical and health system, the system of the medical and health service, the material supply and guarantee system, the discipline and talent system, the information guarantee system, the joint exercise and training mode, the peaceful transition to war and the mobilization mechanism, etc., the construction idea of the regional military and civilian integration medical security system is proposed. A regional integrated military-civilian medical security system integrating prevention, medical treatment, health care, rehabilitation, psychological services, training, and supply and support will be established to realize the integration and sharing of regional health resources and improve the effectiveness of wartime medical and health security.
